Lead Principal Technical Program Manager

Oracle (Portugal) · Nashville, United States

About the role

Oracle Cloud Infrastructure (OCI) is seeking an IC5 Technical Program Manager to define and deliver strategic initiatives that materially improve the scale, reliability, and economics of our cloud services. You will identify problems spanning multiple organizations, establish direction where the strategy or ownership is unclear, and secure commitment to outcomes that require coordinated investment across engineering roadmaps.

As a senior individual contributor, you will operate independently across director and VP organizations, partnering with principal engineers and product, finance, and business leaders. You will own program strategy through execution and realization of business benefits, with accountability for decisions and outcomes that shape the organization's long-term direction.

Key responsibilities

Set multi-year program direction. Identify systemic constraints and opportunities, define the problem and desired outcomes, and establish the strategy, investment case, and roadmap. Recommend which initiatives to start, stop, or resequence as customer needs and business priorities evolve.

Shape technical strategy. Work with principal engineers and architects to expose scaling limits, hidden dependencies, and failure modes. Challenge assumptions with engineering evidence, influence architectural choices, and drive resolution of consequential tradeoffs across services with their technical owners.

Connect engineering investments to business results. Quantify customer impact, cost of delay, and expected returns. Partner with product and finance to prioritize investments in growth, customer retention, capacity, or unit economics, and verify that programs deliver their intended benefits.

Own execution across organizations. Establish an integrated delivery strategy for interdependent programs spanning multiple services and leadership teams. Own the critical path, drive resource and scope decisions, and recover execution when assumptions fail. Remain accountable through production readiness and adoption.

Drive executive alignment and decisions. Reconcile competing director and VP priorities, negotiate commitments, and establish decision rights without direct authority. Write concise decision documents that make technical and business consequences clear, recommend a course of action, and drive follow-through.

Resolve systemic risks. Identify recurring weaknesses in architecture, capacity planning, ownership, and delivery practices. Lead corrective programs that address root causes across services. Incorporate security, resilience, launch readiness, and operational sustainability into investment and release decisions.

Build durable operating mechanisms. Establish planning, decision, and review practices that teams use independently. Create trusted forecasts and outcome metrics, automate manual work, and demonstrate sustained improvements in delivery speed, service quality, or cost against agreed baselines.

Multiply leadership capacity. Mentor senior TPMs, strengthen technical judgment and program strategy across the TPM community, and contribute to hiring standards. Spread proven approaches across organizations while staying personally engaged in the highest-risk technical and business decisions.

Responsibilities

Required qualifications

10+ years of experience in technical program management, technical product management, or engineering, including sustained ownership of strategic programs spanning multiple organizations.

A record of independently defining and delivering programs where the problem, technical approach, or business strategy was initially unclear. Evidence of shaping multi-year roadmaps and achieving material customer or business outcomes.

Deep understanding of distributed systems and production cloud architectures, with expertise in areas such as storage, databases, compute, networking, or reliability. Ability to reason through interfaces, performance limits, failure modes, and architectural tradeoffs with senior technical leaders.

Demonstrated influence with directors, VPs and SVPs: resolving conflicting objectives, securing investment or engineering capacity, and driving difficult decisions across organizational boundaries.

Strong business and analytical judgment. Experience using technical and financial evidence to evaluate alternatives, prioritize investments, and measure adoption, service performance, or cost improvements after delivery.

Exceptional written communication and executive judgment, including clear strategy documents and recommendations. Evidence of developing senior TPMs and establishing operating practices adopted beyond the immediate program.

Bachelor's degree in computer science, engineering, or a related technical field, or equivalent practical experience.

Preferred qualifications

Experience leading major cloud platform transitions, regional expansion, fleet efficiency, or service reliability programs with dependencies across infrastructure and software organizations.

Prior software engineering, systems architecture, or site reliability engineering experience, including direct involvement in design, launch, or operation of large-scale distributed services.

Experience developing capacity or investment models and using analytics, automation, or AI-assisted tools to improve decisions and execution at organizational scale.

What success looks like

Senior leaders adopt a coherent program strategy and commit resources across organizations, with explicit technical and business tradeoffs.

Strategic programs deliver material customer or business improvements, measured against agreed baselines and sustained after launch.

Systemic constraints are removed, senior TPMs take on greater scope, and improved operating practices continue to work without your daily intervention.
