Job Description

The Manager, IT Operations is responsible for leading a team of Database Administrators and Engineers supporting mission-critical Oracle and PostgreSQL database platforms across on-premises, cloud, and hybrid environments. This role ensures the availability, performance, security, recoverability, and operational excellence of enterprise database services that support business-critical applications.


The successful candidate will provide strategic leadership, operational oversight, technical direction, and people management while driving continuous improvement, automation, regulatory compliance, and service reliability. The role requires close collaboration with infrastructure, application, cybersecurity, architecture, vendor, and business teams to deliver highly available and secure database solutions.


KEY ACCOUNTABILITIES


Leadership & People Management

  • Lead, mentor, coach, and develop a team of database professionals supporting Oracle and PostgreSQL platforms.
  • Establish performance objectives, development plans, succession planning, and career growth opportunities for team members.
  • Foster a culture of accountability, collaboration, innovation, and continuous learning.
  • Manage staffing requirements, resource allocation, workload prioritization, and operational coverage.
  • Conduct performance reviews and provide ongoing feedback and coaching.

Database Operations & Service Delivery

  • Oversee day-to-day operation of enterprise Oracle and PostgreSQL database environments.
  • Ensure database platforms meet established Service Level Agreements (SLAs) for availability, performance, and recoverability.
  • Lead incident, problem, and change management activities related to database services.
  • Develop and maintain operational standards, procedures, and support models.
  • Coordinate production support activities, including planned maintenance and emergency response.

Platform Reliability & Performance

  • Ensure optimal database performance through proactive monitoring, capacity planning, tuning, and optimization.
  • Drive continuous improvement initiatives to increase platform stability, reliability, and operational efficiency.
  • Manage database lifecycle activities including installation, upgrades, patching, migrations, and decommissioning.
  • Oversee implementation of high availability and disaster recovery solutions.

Security, Risk & Compliance

  • Ensure compliance with enterprise security standards, regulatory requirements, and audit controls.
  • Lead vulnerability identification, remediation, and patch management initiatives.
  • Oversee database access controls, privileged account management, encryption, and data protection strategies.
  • Support internal and external audits and remediation activities.
  • Maintain operational risk registers and mitigation plans.

Backup, Recovery & Business Continuity

  • Establish and maintain enterprise backup and recovery standards.
  • Ensure successful execution and validation of backup and recovery processes.
  • Lead disaster recovery testing and business continuity exercises.
  • Ensure recovery objectives (RTO/RPO) align with business requirements.

Cloud & Infrastructure Management

  • OCAC – Oracle Cloud at Customer is TD banks strategy for Cloud. Sound knowledge of Oracle EXACC such as X10 and X11 is required.
  • Support database platforms deployed on-premises and within public/private cloud environments.
  • Partner with infrastructure and architecture teams on cloud migration and modernization initiatives.
  • Manage Oracle Cloud, Exadata, Linux, storage, and platform integration as required.
  • Evaluate and implement emerging database technologies and operational best practices.

Automation & Continuous Improvement

  • Promote Infrastructure-as-Code, automation, and self-service capabilities.
  • Identify opportunities to reduce operational overhead through scripting, orchestration, and process automation.
  • Drive adoption of monitoring, observability, and operational analytics solutions.
  • Establish metrics and reporting to measure platform health and operational performance.

Vendor & Financial Management

  • Manage relationships with technology vendors and service providers.
  • Participate in budgeting, forecasting, and capacity planning activities.
  • Oversee software licensing compliance and technology lifecycle planning.
  • Evaluate vendor solutions and support contract negotiations.

Stakeholder Management

  • Partner with application owners, technology leaders, architects, cybersecurity teams, and business stakeholders.
  • Communicate operational risks, service health, and strategic initiatives to leadership.
  • Provide executive reporting on key operational metrics, incidents, and improvement initiatives.
  • Lead cross-functional initiatives supporting organizational objectives.

EDUCATION & EXPERIENCE


  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field.
  • Equivalent combination of education and experience may be considered.
  • 8+ years of progressive IT experience supporting enterprise database environments.
  • 3+ years of leadership experience managing technical teams.
  • Extensive experience administering Oracle Database platforms.
  • Strong experience supporting PostgreSQL database environments.
  • Experience in highly regulated, mission-critical enterprise environments.
  • Experience managing production support teams operating within 24x7 service models.

Technical Expertise

  • Oracle Database (19c, 26ai or later).
  • PostgreSQL administration and performance tuning.
  • Oracle RAC, Data Guard, ASM, RMAN.
  • High availability and disaster recovery architectures.
  • Linux/Unix operating systems.
  • Database monitoring and observability tools.
  • Cloud database technologies and hybrid cloud architectures.
  • Backup and recovery solutions.
  • Scripting and automation using Shell, Python, PowerShell, or similar technologies.

Preferred Qualifications

  • Oracle Certified Professional (OCP) certification.
  • PostgreSQL certification or equivalent experience.
  • ITIL Foundation or higher certification.
  • Experience with Oracle Exadata and Oracle Cloud Infrastructure (OCI).
  • Experience with cloud platforms such as Azure, AWS, or Google Cloud.
  • Experience with DevOps, CI/CD, Infrastructure-as-Code, and automation frameworks.
  • Experience supporting large-scale financial services, healthcare, telecommunications, or other regulated industries.
